Natural Hazards, Vulnerabilities and Risks
This theme is dealing with risks resulting from climate variability and change striking ecosystems, people and properties on various scales and intensities. The specific risk that people or infrastructure experience adverse effects (e.g. morbidity or mortality, damage of streets) due to the occurrence of a natural phenomenon (e.g. heat-stress events, flooding) is the product of the hazard caused by the natural phenomenon and the vulnerability of people or infrastructure at risk showing the adverse effect when exposed to the hazard.
A building might be damaged by a flood, but will be unaffected by a drought. In case of a certain hazard, vulnerability varies across similar elements, but also from one element to a different one. Climate information is the basis to evaluate various risks related to natural phenomena. The evaluation should finally result in the recommendation of risk-minimising strategies including the reduction of the vulnerability of the concerned element.
